Retrack an ocean cargo tracking

post https://api.track123.com/gateway/open-api/tk/v2.1/ocean/track/refresh

Each tracking number can be refreshed only once within 6 hours, and repeated calls are invalid. This method will return whether the operation is valid and the actual refresh time.
